If you are not seeing any driver controls, then this may indicate you have either selected a traincar that is not a locomotive, or that you have selected a locomotive without a driver.
You can add a locomotive using the Edit Trains option in the Driver Tools Menu.
You can assign a driver to a locomotive using the Driver control Center in the Driver Tools Menu.
